Speed LvL's are what make you faster in battling, the higher your speed lvl is the more of a chance you have of hitting the enemy or dodging the enemys attacks. In other words you get more dodges in battle and they get less, you start with 4 dodges normaly but with the speed lvls you can get more or less. Simply take your speed lvl and the enemeys speed lvl and subtract the smaller speed lvl by the larger speed lvl and then which ever one who started with the larger number, gets the total of the subtraction problem. You gain 2 speed lvls ever time you get an extra 100,000 PL.
